Research report for Ontario's Literacy and Basic Skills Program
Authors: Paul Porter, Matthias Sturm
Collection: Research Materials
This is a research report on a project begun in 2003 that explored the possibilities for distance and flexible delivery of the Literacy and Basic Skills (LBS) Program in the province of Ontario. The project addresses the literacy needs of various traditionally under-served populations and consists of two phases.
In phase one, four LBS agencies were chosen to explore distance learning for their literacy services. The agencies were provided with information, training, resources, proposal development guidance, and other supports in order to create a feasible plan for distance delivery in each region. In phase two, a research plan was established and research activities were coordinated across the four participating agencies.
The project report contains three sections: an introductory discussion of flexible and distance learning in adult literacy with a list of the research questions and a description of the agencies involved; a comprehensive explanation of the methodology used; and a thorough discussion of the results.

This video provides a look at how digital storytelling became another means of expression for learners in the Individualized Community Adult Reading Education (I CARE) program at Douglas College in British Columbia. The program helps adults who want to improve their basic reading, writing, and numeracy skills by matching them with trained tutors.
Learners are encouraged to write stories, read them aloud, and submit them for publication in the program’s newsletter. But some learners lack confidence in their writing skills and are reluctant to share their stories. Digital storytelling provides another tool for students with diverse learning styles and learning difficulties to tell their stories.
The college organized a number of digital storytelling workshops. While some people were nervous at first about this new technology, they learned that digital storytelling is merely the latest twist on an ancient tradition that includes telling tales around a campfire or sharing stories at the kitchen table.

Exploring the issues of accountability in adult literacy through three case studies
Authors: Ralf St. Clair, ABC CANADA
Collection: Research Materials
The aim of this project was to compile what has been learned about building accountability systems in adult literacy in British Columbia, Ontario and Scotland. The findings are presented in three sections: dealing with systemic issues, how accountability mechanisms should be designed, and working with data. Wherever possible the findings reflect all three jurisdictions and focus on common concerns. It is the author's hope that some of the description and insights will be useful to people working in these and other jurisdictions.
