This report incorporates both formative and process evaluation elements. It documents what has happened in this initial planning phase of the Manukau Family Literacy project, the issues that have arisen in its development, how these were resolved and offers some observations about why it has achieved what it has to date. It also includes a brief literature review of research in this area that has been used in guiding the programme's development.
This evaluation has been approved by the Human Subjects Ethics Committee of The University of Auckland (Reference 2002/230). A second stage evaluation proposal is currently being considered by COMET for the second phase of the MFLP, which will cover the programmes once they are underway.

The concepts of Functional Context Education, developed within the field of adult literacy education, are being widely disseminated on the Internet. Several online databases provide a wide range of resources for adult educators and others and include information about Functional Context Education (FCE)theory and principles for embedding or integrating basic skills with relevant content subject matter.
The FCE workshops include these chapters :
- Introduction to Functional Context Education (FCE) materials and principles available online.
- Research and development related to FCE principles and methods in several industrialized nations.
- “Relevance” at national levels in relation to foundational concepts of literacy in FCE.
- Functional Context Education in historical perspective.
- Overview of methodologies used in adult literacy research for determining what is relevant to youth and adult learners.
- Two case studies of integrated vocational and basic skills education.
- Three case studies integrating basic skills education with job training, parenting, and health education.

In this report, the Canadian Council on Learning (CCL) has, for the first time, been able to offer literacy projections for Canada’s four largest cities: Toronto, Montreal, Vancouver and Ottawa. Prior to this, the CCL’s free online program Projections of Adult Literacy – Measurement Movement (PALMM) was capable of offering projection only on a national, provincial and territorial basis.
The authors of this report offer a picture of literacy in the four cities in 2031, providing figures for both the percentage of adults with low literacy skills and the total population of adults with low literacy skills. They also point out factors driving the changes in each city, including rising numbers of immigrants and an aging population.

The 2002 Grassroots: Community Writing event was once again part of the Blue Metropolis Literary Festival. The festival theme was the architecture of language. The Centre for Literacy brought together storytellers and writers who have written and published in community-based settings rather than inside institutions, and who have built bridges among verbal, oral, and visual literacies.
This Grassroots coincided with an invitational national Symposium on Museums, Literacy, and the Arts, cosponsored by The Centre for Literacy with the Canadian Museums Association. This brought more than thirty participants from across Canada to discuss the possible ways in which the arts could work collaboratively with literacy organizations to strengthen their respective goals and engage more community-based involvement.
