This guide outlines the planning process for establishing community literacy programs in British Columbia. It was developed by 2010 Legacies Now, a non-profit organization created in 2000 to build support for Vancouver’s bid for the 2010 Olympic and Paralympic Winter Games.

The authors divide the process into three stages. The first stage includes expressing interest; preparing for community meetings; forming a task group; choosing a facilitator; and applying for funding.

The second stage involves preparing the community plan, while the third stage includes implementing the plan and evaluating progress.

This document is a revised version of the original, published in 2004. A companion document entitled “Community Literacy Planning Guide: Working Together for Literacy” was published in 2012 and serves as a supplement to this one
