This web conference or webinar outlines a pilot program undertaken by the Ontario Literacy Coalition, now known as Essential Skills Ontario (ESO), designed to develop a useful tool to help employment counsellors refer clients to the appropriate literacy, basic skills, or language training.
The program, entitled Signals, is founded on TOWES Prime, a suite of web-based products designed to estimate skills in prose and document literacy, numeracy, and oral fluency. TOWES, which stands for Test of Workplace Essential Skills, was developed by Bow Valley College in Alberta.
The webinar presenter explains that the Ontario organization wanted to develop an assessment tool that was quick and non-threatening; provided immediate scoring; required little training to administer; and could be adapted for local or regional needs.
Signals takes about 15 minutes to complete and is administered via computer. A paper-based testing system will be made available later.
The results of the test can be related to National Occupational Classification (NOC) codes.
