Matching Literacy Testing with Social Policy: What are the Alternatives?

This report is a first attempt at defining the issues around literacy testing, and to suggest some options that might help in developing social policy. This paper first deals with basic issues in literacy testing such as perceived needs for literacy funding and the potential benefits of literacy programs. Then various types of testing needs are discussed, along with options for satisfying these needs. Finally, the measures or scales used for reporting literacy levels are examined.
