As managers of Literacy and Basic Skills (LBS) agencies approach retirement, the issue of succession planning becomes increasingly important. This report provides tools to allow LBS agencies, both large and small, to continue serving learners while implementing staff replacement resulting from retirement, transition or unforeseen circumstances.

The author gives an overview of succession planning, then provides a needs-assessment guide for agency succession planning. The author offers checklists and guidelines for both planned and emergency successions. As well, there are tools for assessing data loss risk; analysing competency gaps; developing training plans; carrying out annual updates of a succession plan; and conducting exit interviews to learn from those who are leaving agencies.
