No one would dispute the importance of learning; however literacy, the foundation of all learning, is frequently misunderstood and often neglected. This document, prepared by the Nunavut Literacy Council examines what is meant by literacy, why literacy skills are fundamental to learning and skill development, the current situation with respect to literacy in Nunavut, and what needs to be done to improve the current situation. In this document, the authors also discuss the International Adult Literacy and Skills Survey and its relevance to Nunavut.
