Trends, Opportunities and Priorities - TOP Report

The Trends, Opportunities and Priorities (TOP) Report is published annually by the Toronto Training Board (TTB), a not-for-profit organization governed by a board of directors representing business, labour, education and training, persons with disabilities, women, immigrants and visible minorities, and youth. It provides a snapshot of economic activity and the labour market in Toronto.

The most significant trend identified for 2009-2010 was the fact that immigrants are taking jobs in the service sector, rather than finding employment that matches their skills, education and experience.

Other trends include high levels of family poverty; an increasingly unstable economy; skill shortages; high rates of youth unemployment; the threat of climate change; and the number of mature workers remaining in or returning to the workforce and the need for new strategies to retrain these workers.
